About 1.5 million people enter the Vietnamese labour market each year. The Government of Viet Nam recognizes the important nexus between migration, employment and poverty reduction and considers labour migration an important development opportunity. In 2018, the Department of Overseas Labor (DOLAB) reported over 142,860 migrant workers (37 per cent women) deployed overseas. The majority of Vietnamese workers migrating overseas do so using recruitment and placement agencies. Recruitment agencies play an important role in matching jobseekers with employment opportunities. However, exploitation of migrant workers during recruitment is common, which in many cases can be beyond the management of recruitment agencies. Unethical recruitment practices expose recruitment agencies to the risk of reputational damage, facing legal liabilities, as well as losing the increasingly expanding market which demands for ethical recruitment.
This event will bring together representatives of agencies associated with deploying Vietnamese migrant workers overseas to discuss how to improve international recruitment management systems, particularly through assessments, internal and/or external, of private recruitment agencies. This event is suitable for private recruitment agencies to improve their risk management and strengthen their internal audits. It is also recommended for organisations which aim to contribute to promoting ethical practices in the recruitment of international migrant workers from Vietnam.
This introductory event is organized by the International Organization for Migration (IOM). It is funded by the Global Fund to End Modern Slavery, with co-funding provided by the IOM Development Fund. The event aims to provide participants with a better understanding of:
- Ethical recruitment and latest market trends towards employer pays principle;
- How a management system contributes to manage risks of unethical recruitment practices;
- Why internal and external assessment of private recruitment agencies is important in the management of risks of unethical recruitment;
- How to conduct a management system assessment to private recruitment agencies. Participants will receive guidance and tools to conduct assessments.
Presentation, discussion and group exercises.
The event will be conducted in English with simultaneous interpretation into Vietnamese.
